We, the people, Congress, and President of the Republic of Ender are a patient and reasonable people. We are able to show mercy when it is necessary. This patience has both a limit and a price.

We have learned that our fault is that we are too forgiving. This mistake shall not be made again. The Eastern Commonwealth has shown itself undeserving of mercy and cannot learn from its past mistakes nor function as a civil society.

We present the Eastern Commonwealth with three options:

1. Vacate the territories of Kriegstein and pay a total of 400 Emeralds for violations of the Treaty of Castile and the Treaty of Somerset.
2. Enter a state of war with the Republic of Ender. Our war goal will be to seize the territories of Klamdau, Badface, Kriegstein, and Winterlyn and annex their respective nations into the Republic of Ender, as well as the expulsion the Eastern Commonwealth from Kriegstein, and abolition of the current monarchy by a leader appointed by the Chief Justiciar of the Republic of Ender.

Chief Justiciar EternalZohne under the authority of the President of the Republic of Ender hereby amends the previous terms provided to the Eastern Commonwealth.

The violations can be compacted into three instances where I am able to verify the actions were not performed in good faith whereby:

1. High Commissioner Austrobernd claimed that Kriegstein was annexed and placed 9 Commonwealth banners all over Nouvelle Reims on October 5th.
2. King Shakomatic claimed the territories of Kriegstein on October 13th.

As King niller has demonstrated that he does not wish to violate the Winterlyn-Enderia Friendship Pact, the errors in cartography shall be overlooked. As far as evidence has provided, I have been unable to document or find evidence where King niller's actions were performed to slight the Republic of Ender.

Under the stipulation of a penalty of 100 Emeralds for infraction in order to continue observing the terms of the Treaty of Somerset totalling no more than 200 Emeralds.

The terms remain with a deadline of October 17th.

The Eastern Commonwealth protests the allegations of the Republic of Ender of violations of the Treaty of Somerset committed by citizen Austrobernd. His placement of Commonwealth flags in Nouvelle Reims on the 5th October precedes the dissolution of the Kingdom of Kriegstein by roughly 30 minutes, and Ender's annexation of Kriegstein territory by seven days. As such, it was a dispute between the (now-defunct) Kingdom of Kriegstein and the Eastern Commonwealth, and not a breach of the sovereignty and integrity of the Republic of Ender.

Allegations that his raising the Commonwealth banner constituted confiscation of property belonging to Enderians are faulty for the following reasons:
 1) The flags were planted around Nouvelle Reims, a settlement built by native Kriegsteiners long before their Kingdom's cession to Ender.
 2) President Hinoarashi's arbitrary confiscation of the flags, worth dozens of blocks of wool and multiple sticks, is a net profit for the Republic of Ender.
 3) The flags did not represent any lasting claim, as evidenced by the Commonwealth not annexing any Kriegsteinian territory via Reichsrat or Imperial decision, and by Badface—the member state Austrobernd rules—not claiming any Kriegsteinian territory for itself.
Austrobernd's actions further came in response to repeated incursions of Kriegsteiners on Commonwealth territory. Kriegsteiners committed arson and caused damage to the Commonwealth's fleet and real estate property; some of this damage is still visible today.

In conclusion, the Eastern Commonwealth refuses to acknowledge any alleged violation of the Treaty of Somerset by Austrobernd.

Regarding the actions of King Shakomatic of Breshik, We acknowledge that the sovereignty and integrity of the settlements of the Republic of Ender was not respected and observed, and that his claim to the Territory of Kriegstein, annexed about an hour before by the Republic of Ender, is in violation of the Treaty of Somerset.
The Eastern Commonwealth agrees to pay the proposed penalty of 100 Emeralds in order to prove our commitment peace and to the adherence of international law.

Zohne has already been lenient in lowering the penalty. I am not willing to overlook Austro or Shako's actions. Our stance remains. 200 Emeralds by the 17th or consider buying 55 gallons of lube to protect your angus from a repeat of the last battle.

The Commonwealth does not ask the Republic of Ender to overlook Shako's actions, which the Commonwealth is willing to pay 100 Emeralds for. The Commonwealth argues that Austro's actions need not be “overlooked” for they do not constitute a violation of the Treaty of Somerset for the reasons laid out above—reasons the Republic of Ender has not been able to argue against except by claiming that the Kingdom of Kriegstein remained part of the Republic of Ender after the signing of the Treaty of Castile, which is evidently untrue as said treaty guaranteed Kriegstein's independence from Battkhortostan, of which Ender is a part.

The Breshikan government is, has snd never will be party to the treaty of Somerset and asserts its independence from following said treaty. The Enderian annexation of Kriegstein was not only illegal by the law of neutral settlements it was also an act of barbary that must be corrected. Furthermore Hino is a stupid cunt with a smelly cootch and nobody likes her.

As President of the Republic of Ender, I hereby declare war on the Eastern Commonwealth. War is what the Commonwealth desires and it must be taught a lesson. Our goals include the annexation of Nova Bydlograd, Badface, Klamdau, the disbanding of the Reichsrat replaced by rule of the Chief Justiciar of the Republic of Ender. We shall finish what we started and decide a new form of government. Additionally, the Eastern Commonwealth's allies, including Dobrobakanistan shall fall under the jurisdiction of the Chief Justiciar in the event of a victory.

As previously stated, offering these parties quarter in the past has been a mistake. Any other nations Shako, PPA, or Austro join or found shall also be targeted in the future. The Breshikan peoples must be taught a lesson of respect. This battle shall mostly be a repeat of last time. You have signed the warrants for your own destruction. We will not make the mistake of showing mercy on the Commonwealth or its leadership again.

We recognise our breach of the Treaty of Somerset, and appreciate the Republic of Ender's diplomatic efforts towards a peaceful settlement of this matter, and its forthcoming peace offer. However, we find that the conditions demanded are impossible to fulfil, and that an agreement would be no lasting solution.
The Commonwealth can guarantee the restitution of any damage unlawfully wrought by its citizens, as well as their swift punishment according to server rules—but these can only happen after the fact. Other than a 24/7 guard of the location mentioned, which is not within our capabilities, there are no preventive measures that can be taken to prevent a rogue citizen from committing a crime in neighbouring territory. We are thus be unable to fulfil the second demand of Ender's ultimatum, that is to avert damage from the neighbouring settlement in the first place.
Further, the lands mentioned are not crown lands, but a claim by one of our member states, on whose eternal affairs the Reichsrat and the Kaiser have little influence. If we were to accept Ender's gracious offer, we would lie, and but delay war until another day.

We thus accept the Republic of Ender's declaration of war. The Commonwealth will stand, fight, and—if fate so decrees—fall as one. Let our blood wash away our sins, and let our unity carry us to victory!
