There was never any declaration of war on the COM, even through that it gives diplomatic support for breshik. The COM has no binding mutual defense treaty to the memberstates. The decleration was spoken against breshik. Also, even as austro agrees to the declaration it would be just badafcia, simply to the reason that there would be a voting of the coulncilmembers.
