Why does the 1.7 map have noncountries like 'Voivodat' marked, and yet not FAP (or at least Papeete)?

Land "claimings" and shit
After I died and lost all my stuff, then discovered that bitches took stuff out of my private chest I kinda ragequited. Now I have used medicine against butthurt and I might come back with new plan for what to build. So yeah the idea is to build something in the square x: 3600 to 3700 y: -5650 to -5550. Maybe not the actual coordinates but around there So don't claim that shit, kurwans, batxers, etc. ~Creeper
Which software was used to create this map? All the mappers I tried usually only feature oblique or isometric or plain, but not this found-like-in-geography-books-style with height lines. ~Tsaryu
