Core status means they are the territories of the Commonwealth as an entity. Territories outside the core are simply owned by their respective nations. The true “Commonwealth” are the territories of the core. Everything outside of that are simply Vassal lands.

The vote requirement is actually 2/3 based on the constitution, I was mistaken. The bill did not pass. The constitution clearly says that ascention requires unanimous vote. At the moment I am keeping the bill pending instead of failing it (regulation of bills is the duty of the kaiser) because I still want to talk to you about this in private.
