Creation of the Union of Oceanic States

The Union of Oceanic States will protect the interests of the member states, using diplomacy or military actions in the case of emergency. The Union will grant nearly complete autonomy to its member nations. Exceptions are actions which threaten the existence of other member states, acts of war without approval of the Union as well as actions which are against the constitution of the Union (may, or may not be created). During wartime power may be shifted from the member states to the Central Government if the majority of member states agree. However the Union will attempt to keep a neutral stance towards non-attacking foreign nations.

With the creation of the Union, following institutions might be established (PLEASE ADD SUGGESTIONS OR IMPROVEMENTS):

Seat: Future Capital of the Soviet Republic (not necessarily Soviet Capital, might be used as UOS capital instead, or both)

Suggestion: 1 delegate per 5 persons, legislative organ

Seat: H-Building, Gorask

Suggestion: Similar to EU commission, several minister posts which will be distributed between the nations, Head of the council rotating between member states. Has rights to propose new bills and to define the Union's political stance, executive organ

Seat: Unknown, but for the sake of balance a location within the GAM is preferred.

On the 17th June 2012 the Union of Oceanic States was officially established with the approval of both nations' leaders.
