The Battkhortostan National-Bolshevik Party is the ruling (and only) party of the 2nd Battkhortostan RISSR. Party members are afforded privileges which regular (or irregular) residents of Battkhortostan lack. They also shoulder more responsibilities than residents. Party members can be regarded as the true citizens of Battkhortostan, in comparison to those who merely “own” a home in Battkhortostani territory.
The party is split into two groups, the inner and outer party. Power is concentrated in the inner party, and most executive decisions originate from it. The outer party does not necessarily make up the majority of party membership, and all outer party members may potentially be promoted to the inner party based on merit and trustworthiness alone.
If an inner party member is to represent or sponsor an autonomous SSR, they must set up a sub-national party and keep a communal chest within the capital of the ASSR accessible to all sub-national party members. The sub-national party is considered the ruler of the ASSR, and the ASSR representative/sponsor may recruit players into the sub-national party as they see fit. All those who are recruited into a sub-national party are considered outer party members for all intents and purposes. The ASSR representative/sponsor need not be the leader of the ASSR but must be active in the sub-national party and in organizing the communal chests.
