Even if you turn this into a nation, please leave the settlement page there. After all, it's still a settlement even if it's part of a nation of the same name. It'll make it easier to link to and stuff.

I think that would be the best option. It's entirely up to you though. You could also cut the parts from the settlement page that aren't important to the settlement itself, or just leave it as it is (i.e. outdated) and paste the entire nations page over once every few months.
