I think these additional privileges, at least the flight privileges, incentivize becoming a leader of a nation and breaking off to form new ones rather than actually incentivizing nations' existence

It would also mean we would have to enforce the nation rules strictly, meaning at the moment no nation actually has nation status - FlakeSe

We could reduce the amount of people needed to become a nation to 10, or allow nations to be formed at will, with the penalties in place it should be fine.
