Alpha deemed it to be dead during his editing, nations cant exist without citizens. Also inactive is the same as dead.

what about all those people who aren't playing because we haven't updated to 1.5 yet? Are all their settlements and nations dead?

Its a different government. The old state is dead and a new one replaced it.
