There's a difference between “Occupation” and “Annexation” Ivanidiot. Occupation implies that a foreigner intrusion holds ground of the territory, diminishing the sovereignity of the local government (that still exists which can either be hostage of the the intrusors or in exile). Annexation implies that territory has fully been incorporated to another nation, putting definitve end to the local government and replacing it with a new one.

So far, kovio's spawn point is in Wissendorf, he has killed you there several times and has removed your home from there. You have lost your ability to defend it and to live there. Wissendorf is Breshikan de jure but it's currently under control of the KNF (de facto), hence it is occupied.
