Constitution of the Kingdom of Mū

  • “La Mu” is the title held by the founder and ruler of the Kingdom of Mū.
  • “Regent” is the title held by the La Mu's deputy as appointed by the La Mu.
  • “Minister” means a person appointed under Part (II) Article (B) Clause (2).
  • “Officer” means any nation member active in the Clan; they hold “Office”.
  • “Citizen” means any person registered as nation member in the Wiki; they hold “Citizenship”.
  • “Council of Ministers” means the Council of Ministers established by Part (III) Article (A).
  • “Announcement” includes any publication in the Wiki.
  • “Wiki” means the online documentation for any political matters of the world of Harmony.
  • “Clan” means the international compulsory control instrument implemented by the Staff in order to supervise the validity of any nation's status.
  • Staff” means the police force responsible for the world of Harmony who ensure the upholding of its Rules.

A) Representation

1. The Kingdom of Mū shall be represented mainly on its own page in the Wiki.
2. The national colors shall be Red (RGB 161/28/34), Dark Blue (RGB 18/78/137) and Light Blue (RGB 127/191/255).

B) Form of Government

The Kingdom of Mū is an Absolute Monarchy with the power of the State embodied in and exercised by the La Mu, and the advisory Council of Ministers with the power to act as substitute during the La Mu's absence, in accordance with this Constitution.

C) Territory

1. The Kingdom of Mū is a nation of two regions with seven subdivisions and three extra-territorial colonies.

  • a. The northern region of Ishkas was founded separately and integrated under the Kingdom's rule later on; it is now one subdivision in its entirety.
  • b. The southern region was in its entirety founded by La Mu BearMonger and then divided into six subdivisions upon the La Mu's discretion, those being Mykal, Otaheit, Lemuria, Jusnothertry, Bahía de Putas and Transmykalia.
  • c. The colonies of Skelfa, Rosedale and Maderl are to be considered parts of Mykal, Transmykalia and Jusnothertry respectively, and their government shall be decided upon by the sovereign ruler of the concerned subdivision.

2. The de-facto capital to date, serving as Clan home, is the Port Town of Mykal in the Subdivision Mykal.
3. The borders of the territory of the Kingdom may only be changed by means of a law and must be approved by the Staff.

D) Official Language

Mū's language shall be American English.

A) Executive Authority of the La Mu

1. The supreme executive authority and the executive authority of the Kingdom of Mū shall be vested in the La Mu. The La Mu shall be the Supreme Commander of the Mū Royal Forces.
2. The royal throne cannot be succeeded by any other claimant.
3. The La Mu may grant and revoke Citizenship and Office without consulting the Council of Ministers, and confer titles of nobility, rank, orders and other marks of honor as he sees fit.
4. Within the subdivisions that do not yet have a sovereign ruler, the La Mu may grant land for a settlement to any Citizen without consulting the Council of Ministers; that Citizen will be directly responsible to the La Mu. In order to grant ruling rights over a subdivision, the provision of Part (VI) Clause (1) applies.
5. Within the subdivisions that already have a sovereign ruler, the La Mu may grant land for a settlement to another Citizen only with that ruler's expressed permission.
6. The La Mu may declare war and make peace without the approval of the Council of Ministers, but may conclude treaties with foreign nations only with the Council's approval thereof.

B) Duties of the La Mu

1. The La Mu may elevate Citizens to Officers if they state such a request.
2. The La Mu must appoint from among Officers any number of Ministers who shall be responsible solely to the La Mu and assist and advise the La Mu in the exercise of the La Mu's executive authority.

  • a. The Ministers shall be appointed by Announcement in the Wiki and shall hold Office on such terms as the La Mu may determine; and the La Mu may revoke the appointment of any Minister at any time if they abandon or abuse their Office.
  • b. At least one Minister or Officer must be given authority to grant Office in the Clan during the La Mu's absence; until the La Mu approves or revokes the granted status upon his return.
  • c. The La Mu may by Announcement in the Wiki specify the functions, powers and duties of the Ministers; and the La Mu may transfer any functions, powers and duties to another Minister at any time with stated cause.

C) State of Emergency

1. Whenever it appears to the La Mu that an occasion of emergency or public danger is imminent, exists or has arisen, whereby the security or economic life of the Kingdom of Mū is or may be threatened, he may by Proclamation declare a state of emergency.
2. No Proclamation of Emergency shall be in force for more than 2 months; however, the La Mu maintains the right to issue another such Proclamation at or before the end of that period.
3. The La Mu may by another such Proclamation declare the cessation of a state of emergency before the end of 2 months.
4. When a Proclamation of Emergency has been made and so long as such Proclamation is in force, the La Mu may make any Orders whatsoever which he considers desirable in the public interest; and may prescribe penalties which may be imposed for any offence against any such Order.
5. Any Order made under this Article shall, unless the La Mu otherwise directs, come into force on the day on which it is made.
6. Every Order made under this Article shall be laid before the Council of Ministers at the next meeting, and that Council may resolve that any such Order shall either cease to have effect or be passed by that Council.
7. Such Orders or cessation of such Orders shall be announced in the Wiki as soon as circumstances permit.
8. Every Order made in pursuance of this Article, and every Announcement made in pursuance of any such Order, shall have effect notwithstanding anything inconsistent with this Constitution or in any written law.

D) Absence of La Mu

1. The La Mu may appoint from among Ministers a Regent to preside over the Council of Ministers during the La Mu's absence and take over his duties as provided by this Constitution.
2. If no such appointment has been made, or if the appointed Regent is also absent for more than 30 days, the Council of Ministers shall take over his duties as provided by this Constitution.

  • a. If all Council members present are in agreement, the member with the longest duration of Citizenship shall act as Prime Minister.
  • b. If any member objects to the principle of seniority, a general election must be held among all active Citizens. From the day the election is announced, all Citizens will be given 14 days to cast their vote, otherwise it shall be forfeited. The Prime Minister is decided by simple majority.

3. Neither a Regent nor a Prime Minister shall have the full executive powers of the La Mu, that is −

  • a. They may not willfully break the Rules set by the Staff.
  • b. They may not declare War on any other nation.
  • c. They may not have supreme command of the Mū Royal Forces, but may ask them for voluntary enlistment in particular military efforts.

A) Constitution of and Order within Council of Ministers

1. The Council of Ministers shall consist of the Ministers appointed under Part (II) Article (B) Clause (2), presided over by the La Mu or, in his absence, the Regent.
2. In the absence of both the La Mu and, if one has been appointed, the Regent, the members of the Council of Ministers shall have seniority amongst themselves as determined by duration of Citizenship.
3. Whenever the La Mu or, in his absence, other person presiding decides to obtain the advice of any person touching the affairs of the government, they may require such person to attend any meeting of the Council of Ministers for such purpose.

B) Summoning and quorum

1. The Council of Ministers may be summoned −

  • a. by the authority of the La Mu;
  • b. in his absence, the Regent if one has been appointed;
  • c. upon agreement of at least 3 members, who are neither the La Mu nor the Regent, that a meeting is required in order to fulfil legislative duties according to Part (IV).

2. No business shall be transacted at any meeting of the Council of Ministers if there are less than 3 members of the Council, including the La Mu or other person presiding, present at the meeting.
3. Any proceedings and decisions taken shall be valid notwithstanding that some person who was not entitled to do so took part in the proceedings.

C) Consultation with Council of Ministers

1. In the exercise of his powers and the performance of his duties, the La Mu shall consult with the Council of Ministers.
2. The La Mu shall not be obliged to consult the Council of Ministers in cases −

  • a. in which the matters to be decided are, in his judgment, too unimportant to require the advice of the Council of Ministers; or
  • b. in which the matters to be decided are, in his judgment, too urgent for the advice of the Council of Ministers to be given by the time within which it may be necessary for him to act; provided that, in every case falling within Paragraph (b), the La Mu shall, as soon as practicable, inform the Council of Ministers of the measures which he has adopted with the reasons therefor.

3. The La Mu shall have the power to set the agenda of the Council of Ministers.
4. The La Mu is not bound to act in accordance with the advice of the Council of Ministers, but in any such case, he shall record in writing, for inclusion in the logs, the reasons for his decision.

D) Decision of Council of Ministers

1. No decision of the Council of Ministers shall be valid unless approved by the La Mu or, in his absence, the Regent if one has been appointed; provided that the La Mu may revoke the Regent's decision upon return with stated cause.
2. In case the La Mu and, if one has been appointed, the Regent are both absent for a longer duration, any decisions of the Council of Ministers shall be considered valid pending approval or revocation by either ruler upon their return.

E) Logs

Logs shall be kept of all the proceedings of the Council of Ministers and, as soon as practicable, a full transcript thereof shall be documented in the Wiki.

A) Power to make Laws

1. The La Mu shall have the power to make laws for the peace, order, security and good government of The Kingdom of Mū.
2. The Council of Ministers shall have the right and duty to draft and propose such laws to the La Mu.
3. Any Officer and Citizen has the right to point out flaws and suggest laws to the Council of Ministers and the La Mu.

B) Introduction and Publication of Bills

1. Any member of the Council of Ministers may introduce any Bill to the Council of Ministers, and such a Bill shall be debated and disposed of in accordance with this Part's provisions.
2. Every Bill shall be announced in the Wiki.
3. Every Citizen has the right to give a vote on any announced Bill; that vote must be documented in the Wiki.

C) Voting

1. All questions proposed for decision in the Council of Ministers shall be determined by a simple majority of the votes of the members present and voting.
2. Any votes by Citizens documented on the announced Bill in the Wiki shall be summed so that they count as one vote in favor of the majority of public opinion.
3. The La Mu or, in his absence, the Regent or, in his absence, the member presiding shall have and exercise an additional casting vote upon any question for which the votes are equally divided.
4. If, having debated a Bill, the Council of Ministers resolves that the Bill shall be rejected, within 14 days of the passing of that resolution, a note is to be submitted to the Wiki giving a summary of the debate and the reasons for such resolution.

D) Assent to Bills

1. When any Bill has been passed by the Council of Ministers, such Bill shall only become Law if the La Mu assents to and signs the Bill.
2. In the event the La Mu amends the Bill after it has been passed by the Council of Ministers, the La Mu shall be required to refer the Bill back to the Council of Ministers once. The Council of Ministers may vote whether to pass the Bill as the La Mu amended, dismiss it altogether, or pass it with further amendments; the La Mu may then amend and sign the Bill as he sees fit.
3. A Law assented to by the La Mu shall come into operation on the date on which such assent shall be given and must be documented in the Wiki within 3 days.

A) Citizenship

1. Citizenship of the Kingdom of Mū may be granted to individuals by any member of the nation through a registration in the Wiki, and remains valid from the date of registration until said registration is removed, whether the individual actively takes part in national affairs or not.
2. It shall be the duty of every Citizen to pledge allegiance to this Kingdom and to uphold this Constitution, as well as any further laws and rules as set by the Kingdom's government, and vow to never act against this Kingdom in a manner deemed as being malicious.
3. Citizens registered as 'active' are expected to keep themselves informed on national affairs and take part in political and legal votes.
4. Citizens that have not reported to the nation within the last 60 days shall be listed as 'inactive'.

B) Office

1. Office in the Clan of Mū may be granted to Citizens by the La Mu and any, but at least one, Officer or Minister given that authority by the La Mu, as provided by Part (II) Art. (B) Clause (2) Par. (b), and remains valid so long as the Officer upholds their duties or until the La Mu or any authorized Officer revokes that status or the Citizen themselves resigns from the Clan.
2. Officers have the primary duty to report to the Clan at least every 28 days in order to maintain the Kingdom of Mū's nation status.
3. Should an Officer fail to uphold that duty, they may be re-granted their Office upon their return but must pay a fee.
4. Officers have the duty to actively take part in political and legal debates as Council members.
5. By accepting Office, Officers shall join the Mū Royal Forces and may be drafted should the La Mu declare War, or a State of Emergency in accordance with Part (II) Article (C).

1. Changes to borders between subdivisions, the establishment of new subdivisions, and the unification of existing subdivisions shall require a majority decision of the Council of Ministers and the La Mu's approval.
2. Individual subdivisions shall be entitled to secede from the nation in accordance with the Secession Rules as stated in the Wiki. The decision on whether to initiate a secession procedure shall be made by the sovereign ruler of that subdivision, although he has the right to put it to vote among any Citizens residing in his domain. Secession shall be regulated by an international treaty.
3. As long as they do not contradict either the Rules set by the Staff, or this Constitution, any sovereign ruler of a subdivision shall have the right to implement laws and rules within their domain however they deem suitable.

  • a. The sovereign ruler may change or revoke those laws and rules at any time by whatever process they see fit.
  • b. The sovereign ruler is required to document their subdivision's legislation in the Wiki.
  • c. The sovereign ruler must inform any residents within his domain about his subdivision's legislation, and also inform future applicants for residency prior to their joining.

4. Sovereign rulers of subdivisions may grant residency rights to individuals who are not nation members, provided such persons have not been declared an enemy of the Kingdom.
5. Sovereign rulers of subdivisions may apply for colonizing outside of the documented territory of the Kingdom of Mū only with the permission of the La Mu or, in his absence, the Regent if one has been appointed or, in his absence, the acting Prime Minister. The application must be made to the Staff, who will have the final decision.
6. Existing colonies may expand naturally, meaning installments that are part thereof must be constructed within sight of the colony. In case of neighbor disputes, the sovereign ruler may ask for the support of the Kingdom.

1. Any of the provisions of this Constitution including this Article may be amended, added to or revoked by Proclamation of the La Mu or Legislation of the Council of Ministers in due process according to Part (IV).
2. The La Mu shall not make any Proclamation unless a draft of the Proclamation has been laid before the Council of Ministers to determine if any amendments to the draft of the Proclamation should be made.
3. If no amendments are proposed by the Council of Ministers within 7 days, the La Mu may proceed to declare the Proclamation; if amendments are proposed by the Council of Ministers within 7 days, a report shall be submitted to the La Mu giving a summary of the debate and the reasons for the proposed amendments. The Proclamation must not be rejected by the Council of Ministers in its entirety.
4. The La Mu may declare that the Proclamation shall have effect with the proposed amendments, or dismiss the Proclamation, or refer an edited version back to the Council of Ministers.
5. If no consensus can be reached after the Proclamation has been reviewed twice by the Council of Ministers, the La Mu shall have the right to declare the Proclamation in its original form or however he sees fit.
