On 11/29/2015, Duke Carluga declared apoltical status as promised by the then current Kaiser PPA the Great. He did not realize that he needed permission from the Reichsrat to disassociate from the COM and truly become apolitical, so his close friend and probably sex partner Grand Duke tomoko ask for a bill to be made. Lord Shako of Breshik was elected kaiser by this time and Tomoko was named head of Nouvelle Reims and Castile which he renamed into the Grand Duchy of Hohenfels.

The Dispute started after votes were cast and C.R.R 32 (“Ending of Association with Orcaella”) got a vote of 3 for, 2 against, which seemed to have meant the bill passed. Since at the time the rules stated “Currently a 3/5 majority is needed to pass any legislation”. Both sides made presumptions that were incorrect, on further investigation Grand Duke Tomoko realized that Siverny had not voted and thus 3/5th of votes were not obtained. Shako also realized that the constitution doesn't actually say 3/5th but 2/3rds of the vote are needed for a bill to pass.

Another bill dispute arose from bill C.R.R 36 “Granting Core Status to Hohenfels.” Shako argued two points, 1. Non-Reichstact members cannot make bills, and 2. Bills cannot be withdrawn. The Original bill was withdrawn by tomoko for two reasons; first, Tomoko misunderstood the meaning of “Core Status” believing it was the same as Ascension into the reichsrat and becoming a voting Representative. When he realized the titled of Core status was merely aesthetic in nature he withdrew his bill. A second reason for withdrawing it was because Shako had stated non-reichsrat members could not make bills, automatically nullifying Tomoko's current one. After further investigation, the constitution was vague on both issues.

A third dispute arose when shako proposed his own bill on Core Status membership, C.R.R 37 “Year 2016 Core Proposal” in which Shako only recognized half of the Grand duchy of Hohenfels as being the “true border” of COM. This dispute was solved after heavy discussion, Shako agreed to include all of hohenfels.

On Christmas Eve, after bitter discussion with the Kaiser in which the Kaiser told Grand duke Tomoko to both “Go back to Aresia” and “Go back to Mexico” and his apparent total lack of respect for Carluga who had fought and given his all during the Second Enderian-COM war, Tomoko lost all patience and took the Kaisers advice to “just leave.” He took the Royal Family and fled to Orcaella, leaving Hohenfels in the care of King Niller. The grand duke renounced the COM and started building with his friend, Carluga, when he had the time. He also implemented a special operation to retrieve the then lord regent Moo-Moo and bring him back to Orcaella from Nova Bydlograd, which was successful.

Aftermath

After leaving to Orcaella, Austrobernd was suspicious of Tomoko's “true intentions” as he put it, believing Carluga had not given permission to Duke Tomoko to take Regent Moomoo and build in Orcaella. He thought possible that the Grand duke would betray Carluga and take Orcaella for himself, not knowing Tomoko is part of a secret Society of Carluga worshippers named the “Beluganatti” who would die for the Duke or Orcaella if need be and never betray him. After a brief discussion, Austrobernd seemed irritated at the drama and said “Fuck it” and dropped the issue.

Through out the dispute, citizens within the COM were disgruntled at shakos apparent “making up of rules” and questioned his actions.

Later Christmas day, the Kaiser Shakothedick asked to speak with the Grand duke. Shako told the Grand duke that he “refuse to accept your resignation” and explained his mistake of the 3/5th clause by saying “you cant read the reichsrat page rules and take them as anything more than guidelines ” and that “the top of the page meant relatively nothing, only the constitution matters.” After a brief discussion, the Grand duke decided he'd go back if Shako apologized, which he did:

The House of Kuroki lost much respect for the King of Breshik and has grown more wary of their intentions. Although the Grand duke took back the throne in Hohenfels, he is going to move his residency into a more secure place in the mountains of Castile.
