The Battkhortostan National-Bolshevik Party is the ruling (and only) party of the 2nd Battkhortostan RISSR. Party members are afforded privileges which regular (or irregular) residents of Battkhortostan lack. They also shoulder more responsibilities than residents. Party members can be regarded as the true citizens of Battkhortostan, in comparison to those who merely “own” a home in Battkhortostani territory.

The party is split into two groups, the inner and outer party. Power is concentrated in the inner party, and most executive decisions originate from it. The outer party does not necessarily make up the majority of party membership, and all outer party members may potentially be promoted to the inner party based on merit and trustworthiness alone.

Privileges

  • Party members may vote in any national referendums held, each member receives one vote.
Inner Party Privileges
  • Inner party members may access communal storage.
  • Inner party members may introduce an item to be voted on by referendum.
  • Inner party members may represent or sponsor their own autonomous SSRs (within Bx. RISSR).

Rights

  • Party members may only be expelled after a majority vote by the inner party.
  • Before the nation is to formally declare war or involve itself in an alliance which implies the possibility of war, a majority vote in favor must be passed by the entire party.

Responsibilities

  • Party members are subject to conscription.
  • Party members are in general expected to be active in Battkhortostan and faithfully follow her customs and mores.
Inner Party Responsibilities
  • Inner party members are encouraged to use the communal storage as their main form of storage, and are encouraged to withdraw and deposit from it on a regular basis. Resources should not be allowed to remain idle in private chests.
Autonomous SSR Governing Responsibilities

If an inner party member is to represent or sponsor an autonomous SSR, they must set up a sub-national party and keep a communal chest within the capital of the ASSR accessible to all sub-national party members. The sub-national party is considered the ruler of the ASSR, and the ASSR representative/sponsor may recruit players into the sub-national party as they see fit. All those who are recruited into a sub-national party are considered outer party members for all intents and purposes. The ASSR representative/sponsor need not be the leader of the ASSR but must be active in the sub-national party and in organizing the communal chests.
