Founded in early March of 2013 by the [[treaties:north_oceania_treaty|North Oceanic Treaty]], NOTO is a mutual defense and security pact aimed at bringing peace and good relations to the region Known as the Northern Frontier. The NOTO treaty is affiliated with the [[treaties:buggernutsguilt|Treaty of Buggernuts Guilt]].

the North Oceanic Treaty covers Core regions and regions within the Northwest Frontier. All Colonial and foreign territories of Member Nations are not covered in the treaty.

After a crisis that almost ripped NOTO apart it was decided that no more actions would be taken place unless specifically voted on by the Security council. Below are the decisions and actions of the NOTO security Council. For more information on how voting works see the North Oceanic Treaty.

It has Been suggested that due to the nature of this treaty a headquarters should be established, However no plans are in the works at this time to do so. Some suggestions have been an artificial rig in the sea or a fortress in shedland.

Under the circumstances that another council member be added, this will be rounded up, therefore being closer to unanimous agreement, rather than a group of 5 or more members causing the rate of agreement required to be lower.
