Player Juinn proposes that the server host a contest allowing all Sovereign, recognized nations that are of good standing to compete during the month of October 2012 to create the most 'frightening' settlement. 

=== Proposed Rules ===
  * The contest begins as soon as the proposal is adopted by the staff, so long as at least two weeks remain in October (by Oct. 17th).  Should the acceptance of this proposal be unratified at such time the legislation shall be considered obsolete.
  * The contest ends on October 31st GMT
  * Nations may begin work on their settlement prior to ratification of this event by the staff.
  * The Haunted Settlements may be made in previously developed or undeveloped land.
  * THe Haunted Settlements are permitted to have special rules or objectives to enhance their spooky nature. (ie, 'no items allowed', 'must stay in minecart', 'must follow posted instructions', etc)
  * The Staff, or a select group of staff members, will on October 31st explore the competing settlements to critique their level of fear inducing elements awarding prizes on this basis.
  * The Staff may alter the rules as they see fit
  * The Staff may choose the prizes as they see fit
  * The Staff may be petitioned to provide temporary items requested by leaders that are otherwise unobtainable (monster spawners, creature eggs) at their discretion to be reclaimed following the event

=== Proposed Prizes ===
Prizes will be awarded following the Staff's decision on who placed where.  While these prizes are suggested, in overall terms of this proposal it is the free decision of the Staff to declare the contents of the prize pool as they see fit.
  
<hidden First Place:>
  *5 stacks of any legally attainable items (cannot select the same item more than 2 times)
  *2 warp signs (placed at the leader's disgression anywhere within their claimed territory or a neutral location and exiting in the same constraints)
  *1 Monster Spawner (of any type to be placed anywhere designated by the leader with their domain)
  *1 Max Enchanted Diamond Helm and a 'Certificate of Excellence' (a book signed and commented by the Staff and dedicated to the winning nation)

<hidden Second Place:>
  * 3 Stacks of any legally obtainable items (no two stacks can be the same item)
  * 1 Stack of any common creature eggs
  * 1 Stack of Red Roses
  * 1 Warp sign (as above)
  * 1 Highly Enchanted Gold Helm

<hidden Third Place:>
  * 2 Stacks of any legally obtainable items (same as above)
  * 1 Stack of yellow flowers
  * 1 Special Secret Prize 
  * 1 Moderately Enchanted Iron Helm

All competitors would also recieve 
  *2 stacks of Jack'O'Lanterns 
  *1 stack of pumpkin seeds
  *A 'Certificate of Participation' detailing the event (save for the winners who receive the 'Certificate of Excellence')

===== Sub-Item: Proposal for Future Events =====
It is also proposed that a tradition of events be theoretically accepted by the staff with these terms,
  *Non-nations cannot compete in Events (Events become a [[nations:privileges|National Privilege]]) unless especially permitted by context or individual case pending a Staff approved permit.
  *The Leader of the event winning Nation is permitted to fly until the next event season
